Assemblymember Alex Lee’s legislation, AB 867, is a landmark and momentous achievement for animal welfare. The bill, which was signed by the Governor, bans cat declawing in California, and it will take effect on January 1, 2026.

The State Legislature passed a series of key legislation authored by Assemblymember Alex Lee, bills that tackle the most pressing issues including workers’ rights, housing justice, animal welfare and civil rights. 6 of Assemblymember Lee’s bills are headed to the Governor’s desk and 2 have already been signed into law. 

Cat declawing is recognized internationally as cruel and unnecessary. Dozens of countries have already banned the harmful surgical procedure. Now, California is inching closer towards joining a growing number of U.S. states and cities in ending this practice.
